A regional evaluation team from Cebu City is seeking the mobilization of nutrition committees in the municipalities in Negros Oriental. The team, which carried out a five-day evaluation on the efficiency and effectiveness of nutrition-related programs implemented at the local level, in their findings noted the need to reactivate the nutrition committees in some towns in the province. The evaluation was conducted from May 21 to 24 in five towns here, namely Mabinay, Manjuyod, Vallehermoso, Zamboanguita, and Siaton. Results of said evaluation were presented before members of the Provincial Nutrition Committee during a meeting held last May 25 at the Provincial Health Office here. The team recommended the strengthening of the municipal nutrition committees through technical assistance from the PNC. “One way of sustaining the functionality of municipal nutrition committees is to encourage more barangays and municipalities to craft resolutions or ordinances in support to nutrition programs,” said Dave Bargamentos of the National Nutrition Council in Region 7 and one of the members of the regional evaluation team. He also noted the need for PNC to follow-up the designation of nutrition action officers and barangay nutrition scholars. Assistant Provincial Health Officer and Provincial Nutrition Action Officer Dr. Edgardo Barredo said the reactivation of said committees and the active participation of the municipal nutrition action officers (MNAOs) are critical for the successful implementation of nutrition-related programs in the local government units. “Right now there is a need to mobilize the MNAOs and reactivate the local nutrition committees in our province,” said Dr. Barredo during a recent meeting of the Provincial Nutrition Committee here. The Army’s 11th Infantry Battalion has mobilized its troopers and CAFGU Active Auxiliaries in central Negros, to participate in the “Brigada Eskwela” of the Department of Education, in preparation for the school opening on June 4. Lt. Col. Wilfredo Isaac, 11th IB commander, said that through the “Bayanihan spirit”, they have linked up with DepEd and various Parents Teachers Associations for the repair of school buildings and in the clean-up drive, especially those severely damaged by the powerful earthquake. The 11th IB has units deployed in Himamaylan City, Moises Padilla, and La Castellana in Negros Occidental; La Libertad, Guihulngan City, Tayasan, Vallehermoso and Canlaon City, in Negros Oriental. Isaac assured the people of central Negros that the 11IB will always be a partner in promoting peace and development. The 11IB also facilitated the four-day Youth Leadership Summit in La Libertad, Negros Oriental, that was participated in by 40 Sangguniang Kabataan officials, in partnership with the local government. Isaac said the YLS aims to develop the youth into responsible members of the community, and emphasizes values formation, personality development, social awareness to insulate them from destructive vices, lawless elements and deceptive scheming from some sectors of society. The Philippine National Police is monitoring the presence of armed groups in Negros Oriental, with four months to go before the filing of the certificates of candidacy in October, for the midterm local and national elections next year. Senior Supt. Edward Carranza, director of the Negros Oriental Police Provincial Office, said the presence of private armed groups and intense political rivalries in an area are factors in declaring the area as an election hotspot. But he added that the Joint Security Coordinating Center has yet to meet and determine which part of the province is considered an area of concern. Carranza, meanwhile, directed chiefs of police in the province to apply for search warrants against gun holders who failed to renew their licenses. He said more than 5,000 firearms still have to be accounted for, and will be considered as loose guns if their holders fail to renew their permits. Unlicensed firearms may be surrendered to the provincial command, or the gun holders face the consequences of being searched and charged in court for illegal possession. “Loose firearms may be used by criminal elements during the elections, against political enemies, or even against the police,” Carranza said. The decision of 20 senator-judges to convict Chief Justice Renato Corona earned varied reactions from residents of Dumaguete City and neighboring areas. Msgr. Gamaliel Tulabing, administrator of the Diocese of Dumaguete, has called for sobriety, saying that people should remain calm and pray for peace to prevail in the nation. Reiterating the call of the Catholic Bishops’ Conference of the Philippines, Tulabing said that the best way to peace is to accept whatever the decision of the Senate that sat as an impeachment court so that “we can continue with whatever progress this country can have”. Ricky Soler Jr., a businessman based in Bais City, Negros Oriental, said that finding Corona guilty would have been “more glorious” if it had been unanimous. “The amount of money involved and the sneaky way he (Corona) handled them really sealed his fate,” Soler said. Chari Amos Katigbak, a resident of San Jose, Negros Oriental, who has been a vocal critic of Corona, expressed joy over what she called a “landmark decision”. “I and most Filipinos hope the decision will create a sea of change in our political landscape. It (was) a good day for Filipinos that finally, this chapter in our history has come to pass”, Katigbak said. She added that she hopes that Sen. Francis Escudero made good his words that he will spearhead the legislation of a law that will make it standard for all government/public servants to state in their Statement of Assets, Liabilities and Net Worth, the money they have, whether in US dollars or pesos, and make the information available to the public. Security guard Noel Dago-oc said it is just but right that Corona be convicted to prove that Philippine laws still have teeth; while Reynaldo Tepace, a cameraman of a local cable television company, pointed out that majority of the people have lost their trust and confidence in Corona as chief magistrate. Arnulfo Benemerito Jr., an electrician from Dumaguete City, lauded the senator-judges for their actions, adding that the public must also choose carefully the future leaders of the country, especially with the midterm election next year. Sulpicio Vensuelo Jr., a furniture maker, said the Corona impeachment must be a learning experience for the nation that is riddled with corruption. He also suggested that the SALNs of congressional representatives and senators be reviewed as well and should be under tight scrutiny to determine who is telling the truth. Three hundred young boys participated in the summer football clinic conducted by the Negros Oriental Football Assn. Inc. coaches and trainers from April 9 to May 19, at the Silliman University football field in Dumaguete City, a press release from organizers said. The event, sponsored by Dumaguete City, was attended by Stefan Waldburger, a Swiss-Filipino whose mother hails from Dumaguete. A managing director of a consultancy firm based in Fribourg, Switzerland, Waldburger has been coming home since 2006. Three state universities and colleges signed memoranda of agreement with Silliman University on the conduct of researches and activities, that bolster their reputation as Regional Integrated Coastal Resources Management Project Centers in Visayas and Mindanao, a press release from the SU said. Cebu Technological University, Davao Oriental State College of Science and Technology, and the Masbate School of Fisheries have committed to conduct approved baseline studies and public awareness campaigns in the areas of biodiversity conservation and coastal resource management. The MOAs were signed in separate occasions by the SUC presidents in their respective campuses – December for DOSCST, and May 2012 for CTU and MSF, the press release said. The accords with CTU, DOSCST and MSF came after the schools were chosen by the Department of Environment and Natural Resources as RICs, under the Philippine government's Integrated Coastal Resources Management Project, the press release also said. ICRMP is a project run on a loan from the Asian Development Bank and a grant from the Global Environment Facility. SU has been engaged as an "assisting institution" or consultant for the Visayas and Mindanao, while the Marine Environment and Resources Foundation Inc. of the University of the Philippines-Diliman handles Luzon. Silliman was also instrumental in the initial phase of a capacity building activity, that was aimed at the establishment of the RICs in CTU, DOSCST and MSF, and the capacitation of their respective personnel. Under the project, the RICs in Cebu, Davao and Masbate will serve as hubs for biodiversity monitoring, research, training and demonstration, and information, education and communication, the press release said. The newly constructed rural health building of Valencia town will soon acquire new medical equipment following the release of half a million-peso financial assistance from Senator Teofisto Guingona III. Department of Budget Management (DBM-7) regional director Carmela Fernan said the money is already deposited at the Development Bank of the Philippines and is credited to the account of the municipality. The money is from the Priority Development Assistance Fund of Sen. Guingona. Valencia Mayor Ricky Gonzalez said priority in the medical equipment lists to be purchased include dental chair, hospital beds, delivery tables, mobile aneroid sphygmomanometer, wheeled stretcher, among others. “Procuring the said items is now on process,” Mayor Gonzalez said Mayor Gonzalez sought the assistance of Senator Guingona to provide the rural health unit with new medical equipment to improve the delivery of health services to the people. The town of Valencia acquired its P20-million rural health building early this year through a donation from the Energy Development Corporation, where the latter operates a geothermal steam field. Dumaguete City is all set for this year’s Philippine National Games (PNG), which will commence on May 25 in different venues in the city. City Mayor Manuel Sagarbarria said more than 5,000 national athletes, coaches, and sport officials are expected to arrive today in Dumaguete City. With, this, the schools and premises of the city are all set as venues for games and accommodations of the athletes. “Despite the two calamities that hit us, and we are up and about, life has to go on and we are ready for any activity that may come to the city and the province,” said Sagarbarria. According to the mayor, security measures are now in place with the Dumaguete police office and regional police command in charge of the safety of all athletes and officials attending the multi-event meet, which serves as the national open championships of the country. Philippine Sports Commission (PSC) Commissioner Jolly Gomez said the sporting event will have 25 different games which will be staged in Dumaguete City and Negros Oriental. Events include archery, arnis, athletics, badminton, basketball, billiards, chess, dance sports, football, futsal, judo, karatedo, lawn tennis, pencak silat, sepak takraw, softball, swimming, table tennis, triathlon, indoor volleyball, beach volleyball, weightlifting, wrestling, and wushu. The city and the province Negros Oriental are the host local government units of this year’s Philippine National Games, which will be on May 25 to June 3, with a P25-million budget from the PSC.
